State law and Board of Trustees bylaws require the annual evaluation of the president of the institution. Board of Trustees minutes reflect that the evaluation occurred and that its occurrence was transmitted to the North Carolina State Board of Community Colleges. The Board of Trustees has adopted a new evaluation instrument for the president, but it has yet to be used. It will allow each board member to rate the president on tasks derived from the job description of the president and from other appropriate competencies. The new evaluation instrument is to be used in the next evaluation of the president in April of 2006.
The institution's policy and procedures manual documents the existence of administrative policies for the evaluation of all college employees, including administrators. A sample evaluation form was provided; however, no actual evaluations of any administrator documented the use of the evaluations. Current evaluations were being conducted at the time of the submission of the Compliance Certification. The On-Site Review Committee should confirm that the administrators have been evaluated.

The performance of the President of Craven Community College, Scott Ralls, was evaluated at the April 4, 2006, meeting of the Personnel and Policy Committee of the Craven Community College Board of Trustees. The evaluation was based on a summary of written evaluation instruments submitted by individual members of the Craven Community College Board of Trustees. The summary and overall evaluation of the President was presented to the full Board of Trustees at their April 18, 2006, meeting and discussed with the President and full board in closed session. A summary of the evaluation process and the results were reported to the State Board of Community Colleges through correspondence by the Chairman of the Craven Community College Board of Trustees to the Chair of the State Board of Community Colleges, dated May 30, 2006.
As indicated on the Human Resources verification list, evaluations of all Craven Community College full-time staff and faculty were completed for the 2005/2006 fiscal year, utilizing new evaluation procedures and tools developed by the college over the previous two year period. Examples of actual administrator evaluations with names redacted are attached. Cabinet-level administrators focus on Enhancement Goals and Strategic Priorities under their purview. Evaluations of any administrator, staff or faculty will be made available for review by the On-Site Review Committee.
