The president of Craven Community College, Dr. Scott Ralls, is the College's chief executive officer. Elected by the Board of Trustees (Bylaws of the Trustees, Article I, Section 3, N.C. General Statute 115D-20) and currently serving as secretary to the board, the president of the College is responsible for "understanding, articulating, and leading the teaching/learning process and effective fulfillment of the college mission" (see Craven Community College Job Description; President). The president is not the presiding officer of the Board of Trustees and is not eligible to be elected chairman of the Board (Bylaws of the Trustees, Article III, Sections 1-6).
The President's primary responsibility is to Craven Community College. As evidenced in the Bylaws of the Trustees (Article III, Section 6) and Craven Community College Job Description; President, the president of the College is responsible for coordinating and providing oversight of all administrative and managerial aspects of the institution; all policies and educational programs; the budget; planning of facilities; establishment of college organizational structure; and for other functions delegated by the Board of Trustees.
The President of Craven Community College, as the executive officer of the Board of Trustees, attends and participates in, without vote, all meetings of the Board, except where his absence is expressly desired (see Bylaws of the Board of Trustees, Article III, Section 6).
